Objectives:
- review documents which form the underpinning of the S106
- review comments and incorporate them in the COL specification and related documents
- working towards the draft S106
S106 composition:
- template as drafted by SNC/FWP
- supporting elements:
- BNG documents
- Soft landscaping plan
- Water drainage plan (Rossi Long)
- COL description plan
- COL specification
- Commuted Sum
- Breeden Gravel footpath – spec/plan
Potential timetable
- June 2025 sign off S106;
- soon after contractor start on COL;
- contractor start in 3 buildings’ site; (soon after above)
- complete (mostly) COL; (after ~6 months?)
- June 2026 handover/transfer of COL
- contractor complete buildings
Observations
- FWP have established an SPV (Special Purpose Vehicle) WDL2 Ltd “Wreningham Development Land Two Ltd” which will feature in the legal documents
- contractors will work within the bounds of the building site when working on the buildings – this includes vehicle parking; materials storage; equipment stowage
- Meeting to be arranged with planting agent as soft landscaping work is being undertaken (FWP action)
- Meeting to be arranged with Ecologist (FWP action)
- Meeting to be arranged with contractor to discuss COL expectations (FWP action)
- Commuted sum to be passed to WPC at COL transfer
- Breedon path specification represented incorrectly in Rossi Long document – membrane to be laid first – see Breedon specification sheet
- COL spec #33 – agreed no fence on pond #1
- COL spec #37 – To provide ecologist’s management plan & arrange meeting
- COL spec #41 – FWP to ensure contracts with new house owners include provision to safeguard COL land from drainage from the 3 plots into E-W drain behind their site
- Trees planted will be protected from attack by rabbits/deer
- BNG target – met with ecologist adding 5 further trees to the scheme – location to be decide with COLWG later.
Agreed that
- Commuted sum to be handed direct to WPC at COL transfer
- 95% of S106 supporting documents agreed – the few points raised are agreed and will be reflected in revised documents to be issued
- S106 includes the supplementary documentation identified above.
Post meeting note (23 May 2025)
SNC advise that Birketts not comfortable with representing WPC in the S106 discussions – recommend separate firm of solicitors be contacted.
